Toolbar Editor problem mouse cursor

Cursor state seem inverted by default
When you move the mouse, the cursor is a hand
and when you drag a item cursor are normal
In general it's the inverse state
show normal cursor, click mousedown and mouse drag show hand, mouseup show normal
