That is the same as in Xojo.
I don't think it's a bug.
You can change the position and size physically by entering values in the corresponding fields but you can't drag the control. That's a win-win situation for me.
It would be very annoying to have to disable the lock, change the position/size and then put back the lock on.

If the control is locked then you can't move it either via the mouse or the inspector.

Why a pity? I think it is just a different interpretation of what "lock" means. In my mental model, "locked" means do not move this control unless unlocked. Altering its position in the inspector seems to me to be a way to short circuit that?

For me the lock is for unintentional movement of the control (by dragging).
Entering values to change the position or size in the inspector is intentional and should be allowed, in my opinion.
If you disagree then I will respect that.

I'm a reasonable man @PaulS - how about a compromise?

I've added another button next to the Lock button called the Anchor button that does exactly as you expect. It prevents accidental mouse dragging but allows changes to the position from the inspector. May it affectionately be known as "Paul's button" 🙂
