Due to the previous issue of inserting an enum in a module putting it in the project, I was unable to drag it from the project to the module; it doesn't consider the module a valid drop target apparently.
On the other hand if you click on the module in the Solution view, and Inert | Enumeration, that works (subject to the aforementioned bug that the enumeration doesn't appear in the module in the solution view).
