Thanks for reporting this. The dropdown currently lists toolbars in their stored project order rather than alphabetically.
I’ve logged a bug to sort the names A-Z, ignoring case, with (None) always first. I’ll apply the same fix to the Menu Bar dropdown, which has the same issue.
