Thanks for the report, and for the screenshot, I agree. The Positioning section lists Width before Height, but Size Constraints was sorting its rows alphabetically, which happens to put Height first. There is no good reason for the two sections to disagree.
I have checked every other place the inspector shows a width and height pair (controls, containers, the web designer) and they all list Width first, so this one section is the odd one out. I will get it tidied up so Width always comes first.
